In addition to these roles, TeraWulf plans on partnering with Ashland Community & Technical College, alongside other regional institutions to support workforce training and apprenticeship programs.

Muskie Data is located within EastPark Industrial Park, zoned M-1 and M-2, where data center use is permitted as-of-right, allowing for phased, multi-hundred megawatt expansion over time. The development does not require rezoning or the conversion of agricultural land.
The campus is situated on a former coal mining site that has been designated for industrial development and actively marketed for a major industrial tenant for more than 25 years, Muskie Data advances a longstanding vision for productive industrial use while honoring the region's agricultural and industrial heritage.

Designed with the community in mind - this campus is designed to maintain operational sound levels below local requirements. Noise impacts at the property boundary are expected to be limited and within the range of existing ambient industrial noise levels.

Our data campus will use a closed-loop cooling system that continuously recycles water and eliminates the need for traditional evaporative cooling towers. The system is filled once at building completion and typically requires replacement only every 10-15 years, resulting in minimal ongoing water usage.

Our data center investment contributes directly to Eastern Kentucky’s future — creating high-quality jobs, generating tax revenue, and collaborating with local organizations, schools, and nonprofits. Together, we’re building not just digital infrastructure, but community resilience and shared prosperity.
Ratepayer Protections & Long-Term value

Kentucky Power’s planned transmission upgrades are part of AEP’s broader multi-state infrastructure planning and pre-date this project. Approximately 94% of upgrade costs are expected to be allocated outside of Kentucky. Of the remaining Kentucky allocation, the campus, at full operational capacity, is expected to fund approximately half of the costs.

The PSC-approved tariff structure includes a twenty-year initial term, 90% minimum billing obligations, and financial security provisions designed to protect existing ratepayers. The campus will receive no discounts or subsidies and is paying the same rate as all other large industrial customers.

The significant new industrial demand helps distribute system costs across a broader customer base, creating long-term value for the community. Additionally, binding agreements with Kentucky Power require substantial collateral before construction begins, and electric service commences, ensuring existing customers are shielded from financial risk throughout the duration of the project.
